Vigo: CEAGA Business Car Sharing

Vigo is a big city situated in the province of Pontevedra, in the north-west coast of Spain. As a harbour city, Vigo plays a strategic role for the regional tourism and its solid transport infrastructure makes it a transport hub for the Galician region and the north of the neighboring country Portugal.

The context

With an extended metropolitan population of more than 450,000, Vigo is the largest metropolitan area of Galicia and 14th of Spain.

Vigo is one of the leading industrial areas in Galicia, with a long tradition in the sectors of vehicle manufacturers, shipyards, and auxiliary industry. Galicia's leading employer, PSA Peugeot Citroën, and many of its providers, as well as the Galician Automotive Cluster (CEAGA) and the Galician Automotive Technology Centre (CTAG) are located in Vigo.

The regional government took electric mobility forward through the MOBEGA PLAN - Pilot Plan for Electric Mobility in Galicia, a demonstration project aimed to promote the use of the electric cars among the wider public. Led and coordinated by CEAGA, the Galician Automotive Cluster, the MOBEGA fleet provided 28 electric vehicles to be rented at 7 stations located in the main Galician metropolitan areas (Vigo, A Coruña, Santiago de Compostela, Pontevedra, Ourense, Lugo and Ferrol).

The CEAGA incorporates 90 entities, 40 big companies and 51 SME’s, which are settled mainly in five locations: Balaidos (Vigo) where is located the PSA Peugeot-Citroën centre of Vigo and entities like GKN and CEAGA, Vigo Technology Park (Vigo), As Gándaras (Porriño), Redondela and Orense.

Along eBRIDGE, a group of selected companies belonging to the cluster will be provided with full electric cars. Each electric vehicle is being assigned to a company for corporate use for a limited period. Doing so, will allow to establish similarities among companies that, although operating in the same sector, present different features and mobility requirements: small, medium and large companies, some of them related to manufacturing, logistics, engineering services, etc.

During eBRIDGE project, local partners CEAGA and INOVA will analyse the degree of success of the implementation of electric vehicles for corporate use in a significant number of heterogeneous companies with different profiles.

The tasks

The Vigo pilot runs from June 2013 to March 2016.

Monitoring the use of electric vehicles and driver behaviour

The use of the electric vehicles involved in project will be tracked through a remote monitoring system. In addition, surveys will be conducted among company users to determine the user acceptance and the problems and limitations encountered when using electric vehicles.

Evaluation and optimisation measures

The use of electric vehicles will be periodically evaluated based on monitoring and survey data to identify main problems, barriers and limitations for the substitution of traditional cars by electric vehicles for business trips.

Measures and incentives to increase vehicle usage rates are being developed together with participating companies. Also, impacts of the use of shared electric vehicles within the company fleets will be assessed.

Conclusions and final report

A final report will illustrate the extent of use of electric vehicles, main barriers to and potential of electric vehicles for business travel as well as its environmental and economical impacts.

User Training

During the project a user training session will help employees and general public to familiarise with electric mobility and car sharing concepts.

The goals

The Vigo case study aims to optimize operational fleet performance and raise awareness about  electric vehicles among the CEAGA employees and stakeholders:

  • Increase the number of companies and users/employees familiarized with the use of electric vehicles for business purpose.
  • Reduce the private car mileage for business purpose in participant companies.
  • Increase the number of companies using electric vehicles.
