Valencia - Palma: E:Sharing car sharing

The metropolitan area of Valencia, with 1.7 million inhabitants, is the 3rd largest urban agglomeration in Spain. In the last few years, the region has made substantial investments to improve its transportation system with a commitment to promoting the use of sustainable modes of transport.

The context

Valencia has an extensive background on electric mobility and car sharing and can be considered as one of the most active regions in the field. Since 2010, the regional government has been supporting the development of a regional electric mobility strategy. The Valencian Agency of Energy (AVEN), now integrated into the Valencian Institute of Business Competitiveness (IVACE), has funded different actions in the field: recharging infrastructures, electrification of fleets and further pilot experiences.

Through several European projects, IVACE has developed activities to promote electric mobility as a sustainable and efficient means of transport. The Valencian Committee of Electric Car Sharing was created within the Civitas project INT-CARSVAL to encourage and foster policies favouring electric mobility and car sharing which is coordinated by IVACE. This experience will be further transferred in the framework of eBRIDGE, where IVACE will support the Balearic government to create and promote its own electric car sharing committee.

The E:Sharing experience started in 2011 as the first electric car sharing pilot experience in Spain. It operates in Valencia offering the citizens an environmental-friendly, easy to use and affordable mean of transport, totally integrated with the public transport system through a travel smartcard.

The E:Sharing fleet has 5 electric vehicles which can be rented at 5 e-stations and parked in 18 extra dedicated car sharing spots.

The service is aimed at covering last mile of a journey, normally the gap between public transport and private vehicle and targets business, private customers and tourists.

The tasks

The case study runs from April 2013 until March 2016

Promotion of the Electric Car Sharing Committee of Valencia and creation
of the Electric Car Sharing Committee of the Balearic region

To further promote and expand electric mobility and car sharing, a cooperation between the two public regional energy agencies of Valencia and Palma de Mallorca will be developed.

The committees will foster the creation of policies favouring electric car sharing and serve as a platform to involve new players and stakeholders with electric mobility.

Validation of the E:Sharing fleet

The E:Sharing system integrates a set of novel technological developments in the field of clean vehicles, ICT and mobility management systems. It is designed with high levels of integration with urban and inter-urban transport systems as well as with further multimodal services such as bike sharing, following an intermodal approach (in particular integration with the railway station and airport).

Customer satisfaction and mobility patterns evolution

On-line customer satisfaction surveys and interviews will be carried out to assess service-related impacts and transferable opportunities.
In addition, the intermediate actors (hotels, tour operators, management companies of public parking) will be surveyed in order to assess the main difficulties and barriers identified for the successful usage of the electric fleet by occasional users (mainly tourists).

Optimization of the E:Sharing business model

The business model will be adjusted and optimised based on the results of the pilot experience with the goal of a successful further implementation and replication in the region.

Promotion and dissemination activities

The further expansion of the E:Sharing system and in general the use of electric vehicles will be supported through promotional activities aimed at engaging target groups with the E:Sharing offer.

The goals

The overall goal of the E:Sharing case study is to optimise the car sharing offer and reduce its environmental impacts. In addition:

  • Increase number of electric vehicles available
  • Increase number of rentals per user
  • Reduction of CO2 emissions and private car mileage
  • Validation of the new functionalities: One-Way, Just-in-time.
  • Validation and optimisation of interoperability with public transport and further mobility services (e.g. bike sharing)
  • Expansion and promotion of the Valencian Electric Car Sharing Committee
  • Implementation of the Electric Car Sharing Committee in the Balearic region.
